Call for expressions of interest: Earth observation case studies for the 2026 CEOS Earth Observation Handbook on Adaptation and Resilience

The GEO Secretariat, in collaboration with the Committee on Earth Observation Satellites (CEOS), invites GEO Work Programme activities, as well as GEO Members, Participating Organizations, and Associates, to express interest in contributing potential satellite Earth observation (EO)-based case studies for the forthcoming 2026 CEOS Earth Observation Handbook on Adaptation and Resilience.

This call aims to identify existing or emerging EO applications that directly support communities, businesses, governments and other groups to plan for, adapt to, and become more resilient in the face of the impacts of environmental change, climate adaptation and resilience planning within National Adaptation Plan (NAP) processes or related decision-making frameworks. The Handbook will highlight practical examples of how space-based EO data and information inform evidence-based adaptation planning, risk reduction, and climate-resilient development. Specifically, satellite Earth-observations should play an important role in selected examples, including with further diverse datasets as appropriate.

Case studies are expected to correspond to one or more NAP thematic areas currently foreseen in the Handbook:

  1. Water supply and sanitation
  2. Food and agriculture
  3. Health and well-being / health services
  4. Ecosystems and biodiversity
  5. Infrastructure and human settlements (including coastal settlements)
  6. Poverty eradication and livelihoods
  7. Cultural heritage and traditional knowledge

Expressions of interest should briefly outline:

  • Geographic focus (country, region, or community);
  • Target users or community (e.g. national agencies, local authorities, or affected populations);
  • Value chain, showing how EO data and services inform adaptation decisions; and
  • EO data products and information underpinning the application or service.

The GEO Secretariat, in coordination with CEOS colleagues, will review submissions and work with selected contributors to further develop the case studies using the official template, ahead of final consideration for inclusion in the online and/or printed versions of the Handbook. It is foreseen that the 2026 CEOS Handbook will be ready for presentation at COP31 in November 2026.
