Simon is a senior scientific officer in the Global Climate Observing System, which aims to support and develop global climate observations both in situ and satellite. It reports to the UNFCCC, WMO and IOC. He supports the Terrestrial Observation Panel for Climate (TOPC) that defines Essential Climate Variables (ECV). Currently, activities include monitoring and reporting on the observation of ECV, defining requirements for ECV and developing an implementation plan to guide the development and improvement of the global climate observing system. Following 3 years working in China on the improvement of air quality management in Liaoning Province, from 2004 to 2013, Simon was Head of the Technical Support Unit of the IPCC Task Force on Inventories at the Institute for Global Environmental Strategies (IGES). Here he producing IPCC guidelines for National Greenhouse Gas Inventories that have been adopted by the UNFCCC and are used by all countries in their emission reporting. From 2013 to 2015, Simon was Coordinator of the Global Forest Observations Initiative (GFOI) supporting developing countries in their use of satellite and other observations in producing forest inventories and supporting REDD . Simon has a PhD in Applied Physics from Durham University, UK.
