- Jorge Carrillo
Jorge Carrillo has worked as a consultant in geotechnical and seismic studies and in risk assessment for urban area flooding. He has also directed geotechnical, road, and civil engineering projects in both the public and private sectors.
He is currently the Secretary of the Secretaría Nacional de Gestión de Riesgos. He holds a Civil Engineering degree from the Escuela Superior Politécnica del Litoral and a Master’s in Ingeniería Geotécnica from the Universidad Nacional Autónoma de México (UNAM). He is also pursuing a PhD in Ingeniería Estructural at UNAM.
Carrillo has extensive technical experience, including:
- Consultant for Geophysical and Geological Studies for the construction of the Universidad Nacional de Educación (UNAE)
- Consultant for geotechnical studies on slope stabilization along a 2 km section of the Cuenca – Molleturo – Puerto Inca highway in Provincia del Azuay
- Provincial Director of Studies and Supervision for the Gobierno Autónomo Descentralizado del Guayas
- Consultant for the local seismic hazard study for the Swiss Hotel project in Guayaquil
- Researcher on the development of fragility curves for embankments exposed to flooding
- Researcher in the evaluation of flood risk in urban areas, focusing on geotechnical models representing scenarios of protective embankment failures
Additionally, he was elected President of the Región de las Américas for INSARG 2024 (International Search and Rescue Advisory Group). Carrillo has also served as a university lecturer in the Facultad de Ingeniería Civil at the Universidad De Especialidades Espíritu Santo (UEES). In the field of research, he is the author of the article “Obtención de curvas de fragilidad en bordos sujetos a inundaciones,” published by the International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE) in the Netherlands.
