Marcelo Uriburu Quirno is a senior hydrologist at the National Commission on Space Activities, Argentina and is also a part-time Adjunct Professor at the University of Buenos Aires, UBA (undergraduate and master programs). At CONAE, he has designed and developed applications of L-band SAOCOM soil moisture for hydrological modelling. He was member of the Advisory Working Group, Commission for Hydrology (WMO) and is currently Vice-chair of the Standing Committee on Hydrological Services (SC HYD – SERCOM/WMO). He’s also a co-lead of the Flood Pilot Project of CEOS Working Group on Disasters (GEO’s EO4DRM Initiative) and a mentor in the GPM Mentorship Program (NASA and University of Coimbra). Marcelo has almost 30 years of experience as a hydrological engineer, involved both in operational hydrology (as a forecaster and modeller in the Hydrological Warning System, Argentina, for a decade) and in design hydrology for infrastructure projects (hydroelectricity, storm sewer systems, rail systems, at the project stages of design, development, and environmental assessment). Marcelo is a Civil Engineer (6-year program at UBA) and has an M. Sc. in Hydrology from the National University of Ireland, Galway. In the SC HYD, he leads the drafting of the Flood-Risk Mapping Guide, coordinates the provision of scientific and technical support to the Associated Programme on Flood Management (APFM, WMO-GWP) and the Integrated Drought Management Programme (IDMP, WMO-GWP), among other assignments.
