Guy Loando Mboyo

His Excellency Guy Loando Mboyo,
Minister of State for Regional Planning, Democratic Republic of the Congo (DRC)

Originally from Tshuapa, a province in DRC from which he was elected senator in 2019 until his appointment as Minister of State in charge of Regional Planning within the Sama Lukonde government in 2021. He has a degree in Economic and Social Law from the University of Kinshasa and is a lawyer in the mining, business, and investment law sector, as well as a philanthropist. He leads several government processes aimed at ensuring a better distribution, use, and sustainable development of DRC territories with a view to promoting the green economy. He is the initiator of the law determining the general principles of scientific research and technological innovation, which is in the process of adoption by parliament and aims at providing the government with an effective legislative framework in line with the new international standards.
